The White House issued an Executive Order banning U.S. citizens from investing in certain companies with ties to the Chinese military. Unfortunately, the situation on the White House Executive Order has been clarified by the U.S. Treasury department. The regulators will often publish these “Q&A” papers when questions come from the public or clarity needs to be provided. The U.S. Treasury Department has clarified that futures are included in banned financial instruments. I attached an e-mail which has links to relevant Treasury Department memos but I have pasted in italics below the relevant section.   

Examples of financial instruments covered by this provision include, but are not limited to, derivatives (e.g., futures, options, swaps), warrants, American depositary receipts (ADRs), global depositary receipts (GDRs), exchange-traded funds (ETFs), index funds, and mutual funds, to the extent such instruments also meet the definition of “security” as defined in section 4(d)
